This presentation discusses two aspects of assessment development at ETS. The first is the process we use for designing new assessments. Using the newly designed four-skills TOEIC Bridge tests, we will show how ETS goes about designing a language test. We will also present the processes ETS uses to create new test questions for assessments like TOEIC. What are the procedures that ensure that test-taker performance on the test questions provide useful information to learners, teachers, employers and other stakeholders? We will use the TOEIC Listening and Reading test and the TOEIC Speaking and Writing tests as specific examples of test development procedures. For both ongoing content development for established tests and the design of new assessments we will the applicability of these processes to teaching and the design of classroom assessments.
